Probably the most fundamental challenge is bringing forward a portfolio of services that are actually valued, in the sense that they provide both economic and care impact that someone is willing to pay for, adds Culver, who feels strongly about the act of health information exchange not being sustainable by itself.  “I think one of the real challenges we face with exchanges in general is that no one has paid to move data from point A to B before,” he says. “If you allow exchange to be the sole focus of your efforts and don’t look for services to go beyond them, you’re in for a very long and challenging short term life cycle. You need to be diversified enough in your portfolio of services to add real value.  This remains one of the biggest challenges for statewide exchanges.”
